Should have 144 in front of that IP.

; Database file 144.51.202.63.in-addr.arpa.dns for 144.51.202.63.in-addr.arpa

There are many others with /28 that could have the exact same reverse zone. My understanding of classless delegation is: that is how the internet can know about my small piece of the 51.202.63.

Then what you need to do is set up a reverse lookup zone, not delegation.

Like Len said, DNS on W2K is better than DNS on NT 4.0.

What you need is on dns1.fresno.k12.ca.us to set up a reverse lookup zone
for your IP range, then create the needed PTR records.
