I have seen this, but have not fixed it, sorry. It happens every couple of months.

In the services screen within IMail Administrator it shows that the service is stopping but it never does. Messages therefore are piling up in the spool directory. I can highlite the service and click start/stop but nothing happens. I usually at this point have to reboot the server.
