Reading the document, and thinking what the recommendation could be, my own comment - IMHO - is to not give up using IP on new-generation wireless links, but to improve the layers below IP such as to have IP run unmodified. Second, is to use two radio interfaces on whatever is called an IP Router. This applies to many current works at IETF.

In fact, I wholeheartedly support using IP over wireless links, new
generation or otherwise.  In fact, IP can just as well be used in
routers with a single radio interface, as long as the effects collected
in the document are observed.
