Yup.
Preferably we could add something to the interfaces window, like a
"ignore up/down" column of checkboxes. Any ports that have this checked
would operate normally in regards to errors, discards and all the visual
cues (red x, blue x, ants, etc.) - but wouldn't alarm on up/down or
affect the status of the switch.

In 4.5, you can acknowledge an interface via the Interfaces window. An
acknowledged interface will prevent a device from alarming due to the
interface being visible and down. However, there is no way to
permanently acknowledge an interface; it sounds like that is what you
really need.
