I think that the safer way would be the annotations. We clearly have two
option spaces - runner dependent and runner independent (but majority of runner
independent are needed by the runner as well). In the classical runners, there
were only runner dependent options (which is why runner is
`@Validation.Required`), but cross-language changed that, I'd say.
