   @jkff, that makes sense when it is a regular DoFn but SplittableDoFns will 
be able to hold the output watermark independently of the input watermark. 
ReadAllViaFileBasedSource is a DoFn right now but I believe it should be 
treated as a SplittableDoFn because the DoFn is much closer to a BoundedSource 
-> SDF wrapper then a regular DoFn.
