@jkff I would have wrote ReadAllViaFileBasedSource as a SplittableDoFn and
not as regular DoFn. So in our discussion about what we should choose as the
output time, I would have considered the fact that we can hold the output
watermark and hence could choose either the timestamp of the element or the
timestamp the source is emitting.
