   Oh, I think what I said was not quite right. I think 
`BoundedSource.getCurrentTimestamp()` can be allowed to output other 
timestamps. But generally they don't bother since it is easy to use 
WithTimestamps on a PCollection where the watermark is -inf. In the SDF case 
you just don't have the same situation at all.
