well you could shoot it with freeze-mist while it's running and
exhibiting the problem.  Radio Shack carries that.  If it's a compact
case it seems even more likely to me that it might be a hot spot.  You
may be able to rearrange cabling or even add a fan and some ducting.
Probably not the kind of thing you hoped to do to your computer ;)  

Another thing that might change between soft and hard reset is the PCI
interrupt.  You can fix to a specific interrupt from most CMOS's.  I've
had cards that would work in one slot but not another and acted
similarly in that a power reboot or soft reboot might only work.  You
can us lspci to find out if it's changing.
