We have been working on getting X3D useful for CAD applications. X3D is
a high-level format for describing 3D data and behaviors. So if you are
just "using" CAD data then X3D and likely Xj3D(www.xj3d.org) would be
useful to you. If you are going to author CAD data then likely you will
want a graphics API like Java3D or a low-level API like openGL.
There is an effort underway in the Web3D consortium called the CAD3D
working group which is tackiling these issues and might be a good place
to meet other CAD implementors. If your interested I can tell you more
about the Web3D consortium and future plans for Xj3D. I'll be traveling
till the 17th but I'll have email contact whilst away.
