In the UK, and increasingly in the EU, the diversity legislation makes it illegal to structure the hiring process so as to select only people who fit a rigid "clone" type. Hiring people who can do the job you want but possibly in ways you had not expected is positively encouraged! However the City banks still tend to have a model of "have you worked for a bank before, if not, goodbye".
