Because of its high vulnerability to hacker attacks, I uninstalled JRE from my XP system some time ago, which did not affect the performance of Adobe Reader in any way. So I don't think installing JRE will resolve your problem with Adobe Reader, and it could make your system less secure.

 Did you uninstall the 10.9 version? If so, do you have the Java Runtime
Environment installed on your computer? Some of these programs require it to run normally. It can be found at www.oracle.com/java. Pick the Java JRE to
 download.
