I think the order to get URLs copies is:

While in IE, press F6. This puts you on the address.

Then, do Application key and activate Copy.

This copies the URL to the clipboard.

I think you should be pressing alt d or the alternative f6 key. Then you
should be able to copy to clipboard.
The alt a brings up favorites in IE.
