A very common business practice. The company signs several artists & only
promotes a few of them. The others are stuck with a contract that paralyzes
their ability to record, play, etc. Sometimes it is a result of one artist
showing the potential to sell, so the company puts their promo money into
that artist & does nothing for the others (but they are still under
contract). Sometimes it is more sinister in that the record company signs an
artist just to keep them out of the competion.
