Errrr, not quite. The spec is ECMA, the code is available GPL, and of
course there's a lot of MS-specific libraries available and a number of
UNIX-specific libraries available.
If you *are* using Windows, C# is a pretty nice system. If you're *not*
using Windows, it's still a pretty nice language that is kind of like
Java, done right. :-)
