The machine that is experiencing this problem is a 'packages-only' machine without a dev environment of any sort. BTW, I also found this from backports: http://permalink.gmane.org/gmane.linux.ubuntu.backports/994 It was only updated on 11 Aug. Don't know what it contains, though.
