Can you clarify the problem? I see three ways to interpret this:

1) The translation is not 100% complete, but 99.9% complete (and this was explained by Jan: rounding)

2) There are strings in English that appear to have been copied verbatim into German (or surely into Portuguese; Pedro, any links?); there should be some Pootle function to find all of these cases.

3) Josef knows that there are many (say 100+) strings that are still not translated into German, meaning that their German translation is empty (not an English string; an empty string): he expects to find this in the Pootle stats, but the Pootle stats say 100% complete or 13 suggestions, and both numbers are wrong to him.
