Can you clarify the problem? I see three ways to interpret this:

1) The translation is not 100% complete, but 99.9% complete (and this
was explained by Jan: rounding)

2) There are strings in English that appear to have been copied verbatim
into German (or surely into Portuguese; Pedro, any links?); there should
be some Pootle function to find all of these cases.

It was the case (2) for German. They had come from the changes from "data pilot" to "pivot table" in English. The German fields were not empty, but had the English strings and were counted as "translated". So we could not find them, only after a bug report we searched and saw the problem. Josef has corrected them already, so I cannot give a link now.

Perhaps other languages should search for "pivot" too and make sure, that the strings are translated.
