Oh Kali, I'm so sorry for your daughter and her family's loss. I have crated my dog for the last 14 months with a flat cloth collar and never even thought there might be inherent danger in that.
In addition to checking with breeders for a new puppy, your daughter might want to check out Petfinder.com in the poodle section. They frequently have doodles listed as a poodle mix and there are often puppies being offered for adoption. Lots of folks get labradoodles as a first time pet because it's novel or they're allergic and then find that they can't deal with the energy level.
