IMHO
I think you misunderstood something :) . We are not talking at 
using xml to present a page. You are right about HTMl being 
sufficient for that. 
But about describing the Router, the FIrewall the configuration.
as a kind of a Model description.  
In what language you then present the instructions or whatsoever 
that 's not the point.

another  perhaps easier method would be put the necessary 
modules on a floppy (just as xxx.o) and let them be pulled in from 
a small shell script on the router.  (i did this for isdn)
So you can download them from every server without any extra 
functionallity
