Ron:

As long as you upload your new GEDCOM to the same site (whether RootsWeb or 
Ancestry) and use the original password, the new data will overwrite the old.

Given the priority you state, I would say that Ancestry/Rootsweb would be
correct. I appreciate the problem with updates, though. Years ago I wrote to
them asking if I could just load another GEDCOM on top of the one that was
there, I did not get a proper answer and still do not know!
