Tony, This is not an easy one to answer, and in fact I have both types on more than one site!
To start with, I asked myself why did I want to go on the web at all, one reason being to get as much exposure as possible and another because I enjoy writing web pages. To get maximum exposure then it is obvious that the best chance is with hosts which already have a large catchment, ie. Rootsweb and Ancestry - and for the UK, Genes Reunited. So I created a GEDCOM and put it on all three. These have brought in many leads, and some corrections, more than my own sites. The above sites suffer from the limitation that one can only use the design tools which are inbuilt into the site, and these are not many, and one really does need to read the terms and conditions. to ensure that you retain the copyright on your own stuff (where applicable). Hence, my desire to create my own site where I could select my own style and add things like tutorials, biographical pieces, and whatever I might want. Although I have chosen to use the the Pedigree pages from Legacy (which has bugs in it btw. - they only cause problems when you do anything fancy and can be resolved) and the Family Group pages for another site. There is also another format called TNG which also uses a GEDCOM and allows much more of your own design input than those mentioned above, but I have not tried this - others can help here, but it is well liked by those who use it. In a nutshell, then, the choice is yours depending on your needs and tastes.
