Maybe general would be a better word that common or offical because
a supermajority speak English, so the government needs to write
documents in the language of the super majority at least but it can
include other languages especially if a sizeable minority uses that
laguage or the document pertains to business with a ceratin laguage
group, maybe the Traiff Schedules should be in Chinese as well. By
the way custom duties would be libertarian if the dockowner has a
clear cut right to secede, the duties would be a membership fee, if
the dockowner did not want to be a member the government would move
the custom collection station just on the outside of the dockowners
property and collect the dues as the trucks leave the dockowners
property. If the custome duties were not very high in mosr cases the
dockowner would probally perfer to allow the collection of the custom
duties to keep his property in the US, especially if he got a
percentage of the
collection.
In some tourist towns the merchants have one price for the
tourist and another price for the local residence, in some cases all
or just about all of the merchants do this and they do it without
government coresion, now these discounts are often as much as 10%,
usally at least 5% and sometimes as much as 20%, they see the value
in either giving the discount to the residence or the tourist. I
think the government could sell a membership fee or other types of
service fees if enough people see the value in them.--- In
