Simple strength does not a threat make.

You may be confusing "threat" with "potential" (to harm).
"Threat" would imply some sign of a desire/intention to attack.
My cat could come over here and scratch me badly at any time if
it wanted; but since it has indicated no intention, it is not a
"threat". Any country has the potential to harm another, but they
are not therefore generally termed "a threat". Not only that, but
"threat" would also be qualified by the degree of potential. My
room-mate could inflict MORE harm than my cat, thus lowering ANY
real threat shown by my cat (to me, a much bigger animal) to
relative insignificance. Certainly entities with less potential,
that have shown no intent, are not a threat.

Russia does represent a "credible" threat. Russia does not
represent 
an "actual" or "imminent" threat. To say that Russia can not do
any 
meaningful harm if they attack us is pretty naive, don't you
think? I 
mean, what was the "Cold War" about anyway (mutual assured
destruction 
and all that)? (I was not a "cold warrior" by the way!)

China is not saying they are going to attack us either, but we
had 
better make sure that there is at least one gun in every home in
the 
United State just in case; while the threat from China is 
not "imminent", it is certainly credible.
