Do you agree that you omitted another reason for the economic
depression of the area: the existence of long-term aid (welfare,
treaty, reparations, or what ever name you wish to call it)? Do
you agree that aid plays ANY role in depressing ambition to
develop business?

Well there are a few reasons Urmas.

The area is largely dominated by the LDS. They hare doing well
financially,
well enough to be middle class. The LDS have a long tradition of
doing
business with LDS only. As I said, there are no jobs. The few
times I know
of that Ute people tried businesses, as when they made and sold
crafts, they
were exploited by LDS businessmen who bought ar shockingly low
prices and
sold high, not benefiting the Ute.

Second, this is, as I said, the least densely populated area of
the
continental USA. The Ute did well as hunter gatherers and traders
until the
1920's then their land was taken from them and they were forced
onto this
reservation. There is no local demand for commerce.

Third, the Ute reservation is separated my 25 miles south and 15
east from
the closest towns. There is no public transportation. The land is
desert,
which is now experiencing a 10 year drought. Even before that, it
was not
suitable to farm.

Forth, the Ute are largely uneducated. I did a bit of research;
between 1997
and 2003, 148 students graduated 8th grade. 40 continued on to
high
school...the rest just never showed up. Anywhere else in the
country the
courts would have been involved in even one child being truant,
but not
here. Then, of the 40 who enrolled in High School, 6 graduated.
Among the adults, reading and math skills are very uncommon.

Fifth, computer literacy is very low, and poor people do not buy
computers.
That limits their ability to sell through the Internet.

Sixth, the Government has cut most programs for education to the
Native
Americans and plans to cut even more. There is no money available
for
remedial education.

That about suns it up. In a highly competitive area where these
people face
strong discrimination, there are no local resources and the level
of
education is below 8th grade, where there is no history of
success, it takes
time to educate people to find alternatives. My friend Mark
suggests we just
let them fend for themselves. That would give them no time at
all.
