Yes, and just as most people prefer to buy their beans in a store rather than
grow their own, in an anarchic society people will probably hire security
rather than physically do it themselves.
Hiring security has the advantage over voting for it. When you hire security
you get what you want, but when you vote for it you get what 51% of the people
say they want.
