Yes, to the extent that "retaliation" is the goal. Being an anarchist, I would suggest that individual Americans should provide for their own protection wherever they live or do business. I do not wish to be forced to pay for the protection of people in Reno or New York or Washington. And I do not wish to be forced to pay so that anyone in those places can "retaliate" against crimes committed against them.
