Why everybody assumes that giving 90 people access to the same

Given that this people is already responsable in one or more jakarta
projects, and their interest ( or lack of it in the case but this people
is not a problem thought :) in to maintain their respective projects
runnning smoothly with a given component used on his or in others
projects, 

In addition it seems there are projects with many more committers out
there..

What's the point in considering a big group as a irremediable chaos
generator..?
