I guess I don't understand why the util subproject is
a special case.  If I'm not allowed to vote on the
Servlet API, why can Servlet API committers vote on my
library?  Let's not start rewriting the rules, let's
just write some good software.  If you really want a
stake in my library, monitor the mailing list, make a
contribution, and prove that it works.  Giving a
non-contributor voting priveleges is contrary to the
Jakarta meritocracy.  I'm willing to entertain the
notion of opening access to the whole Jakarta project,
but _not_ if only the util subproject is open.
