This sounds like consensus.
Placing voiced whole/half rests on the top/bottom line is instructed by Ted
Ross' book (after the image in comment 23 the text says that half rests sit
on the top/bottom line) and given as an example in Gould's.
Thomas has already been overriding every \voiceTwo R1 so it will be
almost simpler to override the less-common \voiceTwo r1 than to remember
that he need override one but not the other.
Avoiding change for the placement of \voiceTwo R1 spares Trevor the
effort of going through his annotated typeset of the collected works of
Gilbert and Sullivan, checking for new collisions with the moved R1 rests.
Shorter rests in even-line staves are very rare, so it is not surprising
that after asking twice for feedback, we received only one (positive)
answer.
