If this is a group within your organization, whether they formatted the volume 
or not is not terribly relevant.  You yourself need to format every DASD volume 
(but not SCSI over FCP LUN), with dasdfmt, or within the installer by selecting 
the device(s) and choosing "format" for the action.  The dasdfmt command is 
what lays down the disk structures that allows more than one partition to be 
used.  Other commands, such as fdasd, depend on those being there.
