Yes, that's precisely the problem. You sound like you understand what I'm
talking about, so I'll continue.

I don't know how feasible this would be. What would you describe? How to
install and use the software? HOWTO documents aren't meant to be replacements
for proper software user manuals.

It really doesn't matter the significance. I've already registered the
"Radio Amateurs Guide" (RAG) as a project with the LDP coordinator. I've done
nothing with it for a couple of years because really, it wasn't clear to me
that there was a significant enough audience to make the effort worthwhile.
I've spoken to some publishers and found no interest in publishing such
a book, so in the absence of an audience I haven't bothered.
I'd be interested to know if the ARRL would be interested in publishing
something of this nature?

I agree completely. I'm pleased you haven't made the mistake of confusing
the HAM-HOWTO with a generally useful document for introducing Linux users
to Amateur Radio.
Certainly I'd like to generate another document which did qualify as a
HOWTO document, and did serve to achieve this goal, but not until the
existing HAM-HOWTO has been dealt with in an appropriate manner.
