To run in UDMA66 mode, you need to have a controller that supports it.
The popular ones in the market right now are: High point and Promise.

My measurements indicate that going from UDMA33 to UDMA66 don't 
increase "performance" but only affect throughput.

If you're getting ~ 20 MB/s you're doing pretty good.
