There's no problem - as long as you have an internal aliases map or something
similar, so that mails are received on both MXs and redirected properly.

You can take your own time

Give them equal preference (say 10 and 10).  So whichever MX is immediately
contactable will be contacted.  Have some internal alias map or something
similar which will have the user db

user1   user1@mx1
user2   user2@mx2
[...]

you can migrate all the users immediately ... dont see why you have to make
your job more tedious by manually adding / deleting users.

Keep the old MX as a backup, max.
