In standard X11, you get an option to have a "virtual screen" larger than
your physical screen. If you say no, the "virtual screen" is set at your
highest available resolution. So if, for example, your setup allows 640x480,
800x600, and 1024x768, all 3 resolutions will be windows on a "virtual
desktop" that is 1024x768. This is a "feature" of X11.
As far as I know, the only workaround is to have your default resolution be
your largest resolution. I don't know if KDE introduces additional
complexities; everything I've told you is with respect to the X11 server itself.
