First, to answer the question you actually asked: no. VGA16 works on almost
any video card mainly because its performance standard is so low -- 640*480
max, 16 colors max. It's the server of desparation, not a desirable choice
with any modern wm. You really need to figure out why SVGA isn't working,
and fix it, if you want a GUI you're likely to be happy with.
To that end, a few clarifying questions:
1. When you say "I have to reboot", how completely have you tried
alternatives? Did you try (and fail) to switch to another vt? To telnet in?
More generally, "hangs" is an interpretation, not an observation -- what
behavior do you actually see after you run startx? How far does X get in the
loading process?
2. What version of XFree86 are you using?
3. Running the SVGA server, do you encounter the same problem if you use a
less demanding wm, such as fvwm2?
4. If you haven't done so, try (with the SVGA server chosen) running "X
-probeonly" to see what problems it reports having.
5. In my experience, 70-87 is an unusual vsync range for a monitor. You
might double check it and see if it is the source of your problem.
6. When you run with SVGA, which resolution are you setting as the default
(it will be the first valid one on the list)? If it is 1024*768, try putting
640*480 first and see if that helps.
7. Might you be having a memory problem? How much video RAM do you have?
(The cardlist at Xfree86.org says the Cirrus 5446 can vary in this.) How
much system memory? (What does "free" report just before you run startx?
After you start x with VGA16 running?)
8. Oh, and the basics ... what distribution & version of Linux, what kernel,
and how did you get X and Gnome (did they come with the distro, did you
download binaries, or did you compile them yourself)? What CPU and speed?
