Based on this information, here are a few observations.
1. The problem seems to be not with X itself but with the various window
managers. I infer this from your observation that

That is, X without a wm loaded works okay (except that without a wm loaded,
it doesn't do much).
2. You can't test fvwm2 by running it from the command line; the response
you get means simply that it finds no X server running and therefore quits.
You'll need to make it your default wm for the test, doing this the same way
you've switched between Gnome and KDE (whatever way that is - I don't know
how RH sets this part up).
3. Since your problem probably isn't with X itself, X -probeonly won't help.
It would have helped if you were failing due to problems with the screen.
(One exception: somewhere in that output should be a line that tells you
want screen resolution actually gets used - this is relevant to #4 below).
4. You describe your monitor as having a vsync range of 70-87. But the
monitor info you included lists vsyncs of 56 and 60 as well. In particular,
640*480 uses vsync 60. I don't think this can be causing the problem you
describe -- unless you're causing the system to come up in 640*400 instead
of 640*480 and that, in turn, causes problems for Gnome and KDE -- but just
in case, you might try specifying vsync as "56,60,70,87" in xf86config (or
whatever setup program you use).
5. You mention switching computers, keeping some pieces and replacing
others. You don't say which category the video card was in. Is it possible
that you're using the wrong X server? Will this system work with VGA16?
I'm sorry that this isn't as helpful as I'd like to be. The basics of your
system are such that it should be able to run either KDE or Gnome -- I've
done both on 32 meg sysstms (one even a '486 - runs slow, but ti does run)
-- so there's probably some very specific peculiarity hidden behind the info
you've sent. Alas, I can't spot it.
