I think Ray hit the nail RIGHT on the head -- this list has a habit
of becoming backlogged, so if you think that the person posing the
question is interested in hearing back ASAP, then I would say
(IMNSHO) that CC is QUITE proper, as it may be of use to someone else
in the list. OTOH, if it's not an "urgent" question (ie "now that you
mention it....") then I wouldn't bother to CC. 
IOW, it's probably a circumstantial thing. :-)
