You should start by simplifying the problem. Take out both of those other hubs, and plug the philips hub directly into the computer. Then see what happens when you plug a device into the philips hub. Another experiment you could try is to run everything at full speed instead of high speed, by removing the ehci-hcd module from memory. Does the hub's behavior change when running at the lower speed?
