The plan is something like the following (going from memory).
      * Lease a frequency
      * Sell (lease?) frequency shifters and high-gain antennas for
        802.11 cards
      * Put a series of transmitters on top of the library (dividing the
        city into sectors)
      * Possibly put another transmitter on top of the CPIT Science
        building (damn central-city shadow)
      * Get the masses to point there antennas at the library or CPIT 
        (or charge for a person with a map and a compass to point the
        antenna) 
      * Charge $5 per month to amortise the cost of the transmitters and
        system administration

This setup would scale quite well, as more sectors can be added as more
people use the network.  As far as I can tell, games would be out of the
question due to the high latency.

External Internet charges will also remain at their current levels:
�1.5/MB for national traffic, �8/MB international.  Oh, and you would
have to be a Canterbury Tertiary Alliance student or staff-member to use
the system :)
