Yes, I intentionally ignored the networking side of things but it does need 
attention. I was trying to stay as on topic as possible (I don't think it 
worked though).

Asterisk does this out of the box. The cost here would be a voice to do the 
recordings and possibly a consultant to write the dialplan.

I didn't mention these as I don't really consider them business solutions. To 
me you need a handset but that is just my thinking.

That is something to think about, the Nokia E series have a built in SIP 
client and I have seen a few people on the Asterisk list experimenting with 
them. I don't know if they are there yet but it could be a nice solution when 
they are.
