As a telco technician I second this. If I turn up at your house and have no problem connecting my laptop to your modem via ethernet cable, I'll sign off the job as "working to spec" and you'll get charged a call-out fee. Your telco is not responsible for the link between the modem and your devices. They're only responsible for the link between the exchange and your modem (or between the exchange and your jack if it's your own modem).
