No, I have enough reason to think Karlsson thinks in such a way.
The context IRG was originally reffered is:

And the "experts" means IRG people. This is explained in the following
mail:
http://mail.nl.linux.org/linux-utf8/2001-02/msg00127.html
[Karlsson]

Karlsson and I disagree with the point that I insist plain text must
have some mechanism to specify language (to specify variants of CJK
ideographs) (like language tag), while Karlsson insist that plain text
must not have such a mechanism. Karlsson refered IRG in order to
authorize his opinion and defeat my opinion. However, IRG does not
insist a single font can be used for display mixture of CJK languages,
i.e., IRG does not deny my opinion.
I also think the following message thinks IRG is against my opinion.
http://mail.nl.linux.org/linux-utf8/2001-02/msg00143.html
[Harald]

I said "No" in the following context:
http://mail.nl.linux.org/linux-utf8/2001-02/msg00140.html

Thus, apparently, Harald thinks IRG thinks "Don't use so-called plain
text when you wish to make font distinctions within the text."
Ok, I am not interested in this type meta-discussion. Since you
posted a good proposal, I'd like to discuss on it.
