Of course the language of the text, or more generally, property
of the text.  When the text does not specify language, users'
locale (LC_CTYPE) environment would determine the font.  A person
must have one certain value of LC_CTYPE (or LC_ALL or LANG) variable
according to his/her preference, regardless of his/her complex
national/cultural identity.  For Microsoft OS, it is determined
by which language version he/she buys.

Ah, yes, my terminology is not accurate.  There are many "Chinese
community" all around the world.  I have talked with a Singapore
person by IRC and he said that he uses traditional Chinese and Big5.

I imagine such Chinese communities use either of zh_CN, zh_TW, or
zh_HK (zh_HK seems to very similar to zh_TW) to express their native
language.
