I think Alayne has a point about requiring NCF membership, but I think a bit of discussion with Shelley Robinson would lead to a solution.
I worked as a volunteer at NCF until my vision problems caught up with me. During that time I found that Ms. Robinsion is quite good at dealing with problems that combine a number of technical and no-technical issues.
