Hi Ian, A friend of mine saw Michael Anderson driving around Ottawa with that license plate and took a picture, which they shared with me, and I will happily shared with you. I shared it with the OSCAR EMR mailing list, sometime shortly after this (OCLUG) user group had Dr. David Chan speak about open source software for medical systems and how he was personally inspired by Linux. Dr. David Chan invented OSCAR EMR, an open source electronic medical record system.
