I know the legs on the Tachikomas have wheels. But the hands do as

I was thinking they were all the same, but some investigation reveals
that's not the case. Still, they're multifunctional regardless.
But none of those functions (except maybe the webbing) require the
manipulators. If the fingers were removed, then it wouldn't affect
those aspects of the Tachikoma's functions. And the autocannons
alone present a plausible reason for leaving the limbs in place even
without the fingers.
You're forgetting the Tach's role, though. It's not just there for
combat -- it's there for surveillance, investigations in hazardous
environments, and a variety of other things that very much do benefit
from the presence of decent manipulators.
Of course, the series seems to indicate that there are plenty of
times when having hands is useful in the course of a Tachikoma's
normal non-combat duties. So giving the Tachikomas manipulators
makes perfect sense.
Indeed. And given that any mecha we eventually design will be
multirole designs it seems somewhat silly to limit our analysis to
combat applications.
