Exactly, look at the German assault rifle, (sp)Sturm Guevere. First
designed and built in the early 40's, but because Hitler didn't like it,
it was stuck on the back burners for two years. So while many
Russian soldiers were fielding semi-auto rifles and submachine
guns, the German soldiers were still fielding bolt action rifles
when they had a perfectly working assault rifle sitting on
someone's desk.

Now the question is, could it have turned the tide of the war.
No, it couldn't. But it would have made things more 
competetive. Kind of like how the Japanese army was fielding
a rifle design that was almost 40 years old when even the
Germans had the good sense to update theirs to one that was
only 10 years old(?) or so.
