That's possible, but don't forget that a plasma blade has other uses. Cutting/welding, for example, which might wind up being very useful (I wouldn't want a lightsaber per se, but a scaled up torch that is reliable enough to have combat applications would be kinda neat). I could see those being standard issue in specialized units, just like heavy machine guns are for fire support.

If melee WERE common, then sure there would probably be a good argument with picking the more advanced weapon. But because, short of a MacGuffin, it's pretty hard to come up with a reason why melee would be that big of an issue, it's hard to justify the additional expense.

You don't need a MacGuffin when it comes to personal combat; any sort of boarding party would see it come up reasonably often. I wouldn't expect to see it on small craft, though (of course, I wouldn't expect to see small craft, period, so...).
