ccTLD = Country Top Level Domain
SLD = Second Level Domain

no, ccTLD SUB-domains are just that, sub-domains. They are not Top
level domains and thus have not.
The constituency, as you full well know, is for the country Top Level
Domain Managers (= Registries).
